People with disabilities are considered as a social minority, whose rights and freedoms are infringed upon by external restrictions: the architectural environment, a closed circle of communication, limited access to participation in all aspects of public life, to information and means of communication. This model orients society towards the protection of the special rights of persons with disabilities.
