a system of humanitarian services (law enforcement, health care, educational, psychotherapeutic, rehabilitation, counseling, charitable) to representatives of economically unprotected, socially weak, psychologically vulnerable strata and groups of the population in order to improve their ability to function socially; includes periodic and (or) regular measures that contribute to the elimination or reduction of social insufficiency.
