Diplomatic relations between Russia and the UAE<\/strong><\/p>\n\n<p>Diplomatic relations between the USSR and the UAE were established on December 8, 1971. In 1986, the USSR Embassy was opened in Abu Dhabi, and in 1987, the UAE Embassy in Moscow. In December 1991, the UAE recognized the Russian Federation as the successor of the USSR.    <\/p>\n\n<p>In September 2007, the first official visit of Russian President Vladimir Putin to the UAE in the history of Russian-Emirati relations took place. The United Arab Emirates and the Russian Federation have maintained friendly and partnership relations for many years. In June 2023, the President of the UAE paid a business visit to Russia. The parties agreed to increase trade and expand investment cooperation.     <\/p>\n\n<p>The impetus for strengthening cooperation between our countries was the visit of UAE President Sheikh Mohammed bin Zeid Al Nahyan to Russia in June 2023. During the visit, the parties discussed key issues of bilateral cooperation in the field of energy, trade, investment and culture, as well as current international issues. On December 6, 2023, Russian President Vladimir Putin visited the United Arab Emirates and after the meeting said that relations between Russia and the UAE had reached an unprecedentedly high level. During the visit, they discussed the prospects for the further development of multifaceted Russian-Emirati cooperation, as well as current international issues with an emphasis on the state of affairs in the Middle East. October 22-24, 2024 was held at the 16th BRICS Summit in Kazan, which was attended by Mohammed bin Zayed Al Nahyan (the UAE has been a member of this association since January 2024). Commenting on the meeting with the President of the UAE, Vladimir Putin said that &#8220;good relations&#8221; have developed between the Russian Federation and the United Arab Emirates, and called contacts with Mohammed bin Zayed Al Nahyan &#8220;friendly&#8221; and &#8220;trusting.&#8221; Mohammed bin Zayed Al Nahyan announced his support for Russia in the formation of a multipolar world order, including within the framework of BRICS and the Shanghai Cooperation Organization (SCO).      <\/p>\n\n<p>These events testify to the dynamic development of relations between Russia and the UAE, which are becoming an important element of international cooperation in the face of global challenges.<\/p>\n\n<p><strong>5. Sheikh Zayed&#8217;s Organization for People of Resolve (ZA)<\/strong><\/p>\n\n<p>Formerly known as the Sheikh Zeid Higher Organisation for People of Determination, the not-for-profit government body was established at the behest of His Highness Sheikh Zeid bin Sultan Al Nahyan to join forces in the field of support for people with special needs.<\/p>\n\n<p>On April 19, 2004, His Highness Sheikh Khalifa bin Zeid Al Nahyan, while holding the post of Crown Prince, issued Law No2 &#8220;On the Establishment of the Sheikh Zeyed Supreme Organization for the People of Determination&#8221; in the Emirate of Abu Dhabi in honor of the founding father of the state. All centres and institutions providing humanitarian and social assistance to people with special needs have been united under the auspices of the organisation, including future institutions established in the emirate to achieve its humanitarian objectives <\/p>\n\n<p>On August 5, 2025, His Highness Sheikh Mohammed bin Zeid Al Nahyan, President of the UAE and Ruler of Abu Dhabi, issued Law No4, which established the Sheikh Zeid Organization for People of Determination, which replaced the previous institution and became its successor.<\/p>\n\n<p>The organization has an independent legal status and full legal capacity. It reports to the Department of Community Development of Abu Dhabi and provides specialized social and rehabilitation services to people with special needs, facilitating their integration into society and raising awareness of their rights. <\/p>\n\n<p>On 23 September 2025, the Executive Council of the Emirate of Abu Dhabi, chaired by His Highness Sheikh Khaled bin Mohammed bin Zayed Al Nahyan, Crown Prince and Chairman of the Council, approved the composition of the Board of Trustees of the Sheikh Zeid Organization for People of Determination.<\/p>\n\n<p>The organization operates care centers and sports clubs for people with special needs, providing a wide range of specialized social services tailored to the individual needs of recipients. These include early intervention, day and home care, life skills development, supported living, vocational training and occupational rehabilitation, and support for families and caregivers. <\/p>\n\n<p>During its activities, the organization has made significant progress in the field of humanitarian assistance, in particular in expanding the network of rehabilitation centers throughout the emirate. New medical units and sections are being created in the centers of Abu Dhabi, Al-Ain and Al-Dhafra. <\/p>\n\n<p>The General Secretariat of the Organization consists of two sectors: Special Needs and Support Services.<\/p>\n\n<p>At the time of publication of this Glossary, the position of Director-General is held by His Excellency Abdullah Abdul-Ali Al-Humaidan, Master of Information Systems Management, with extensive experience in leadership in government structures. He is responsible for the implementation of all measures and initiatives aimed at achieving the noble goals and mission of the organization, demonstrating a deep commitment to caring for this important category of citizens. <\/p>\n\n<p><strong>7. People of Determination<\/strong><\/p>\n\n<p>People of Determination (Arabic: \u0623\u0635\u062d\u0627\u0628 \u0627\u0644\u0647\u0645\u0645) is a term coined by His Highness Sheikh Mohammad bin Rashid Al Maktoum, Prime Minister of the UAE, as an alternative to the concept of &#8220;persons with disabilities&#8221;.<\/p>\n\n<p>It highlights the efforts of these people in overcoming difficulties and achieving success in various areas of life. The term is used in clinical diagnosis and social practice to describe people who need support due to congenital, genetic or acquired limitations. Its use contributes to the formation of a more respectful attitude to their physical and mental capabilities.  <\/p>\n\n<p><strong>8. Rights of people of determination<\/strong><\/p>\n\n<p>In 2009, the UAE government adopted Federal Law No29, aimed at ensuring the rights of people of determination in the areas of health, education, employment and social services, as well as providing them with support and decent living conditions.<\/p>\n\n<p><strong>9. Vision (ZA)<\/strong><\/p>\n\n<p>Equal rights to ensure a happy and fulfilling life for people with disabilities.<\/p>\n\n<p><strong>10. Mission (ZA)<\/strong><\/p>\n\n<p>Providing advanced services to people, determination and effective use of our resources and opportunities in a favorable environment for their educational, professional, cultural and social development in accordance with their abilities and aspirations aimed at increasing the effectiveness of their role in society and achieving social progress.<\/p>\n\n<p><strong>11. Goals (ZA)<\/strong><\/p>\n\n<p>Providing care and rehabilitation services to people with disabilities in the Emirate of Abu Dhabi and the sustainable development of these areas.<\/p>\n\n<p><strong>12. Ural Federal University (UrFU)<\/strong><\/p>\n\n<p>Ural Federal University named after the first President of Russia B. N. Yeltsin is the largest university in the Urals, founded in 1920 in Yekaterinburg. <\/p>\n\n<p>\u25cf There are about 48,000 students, including more than 4,300 international students.<\/p>\n\n<p>\u25cf Teaching staff \u2014 4,400 people.<\/p>\n\n<p>\u25cf Rector of UrFU at the time of publication of the first version of the dictionary \u2013 V. A. Koksharov (later President of UrFU); at the time of the release of the revised version &#8211; I. N. Obabkov.<\/p>\n\n<p>\u25cf The university participates in the Russian national program &#8220;Priority-2030&#8221; (formerly &#8220;5-100&#8221;), implements 462 educational programs in 13 institutes, and acts as a project office of the world-class Ural Interregional Research and Education Center (REC).<\/p>\n\n<p>\u25cf In 2021, UrFU was ranked 351st in the QS World University Rankings and 58th in the QS BRICS.<\/p>\n\n<p>\u25cf In 2023, he co-organized the World University Games in Yekaterinburg.<\/p>\n\n<p>\u25cf In 2025, UrFU canceled the next anniversary &#8211; 105 years since its creation.<\/p>\n\n<p><strong>13. Department of Psychology of the Ural Institute for the Humanities of the Ural Federal University<\/strong><\/p>\n\n<p>The Department trains Bachelors, Specialists and Masters of Psychology. It was established as the successor of the Faculty of Psychology of the Ural State University, founded in 1992. <\/p>\n\n<p>\u25cf The first dean is Professor G. A. Glotova.<\/p>\n\n<p>\u25cf At different times, the department was headed by L. G. Popova, E. E. Symanyuk and M. V. Klimenskikh.  <\/p>\n\n<p>\u25cf Over the years, more than 3,000 specialists have been trained working in clinical, child, organizational and extreme psychology, as well as in science, business and public service.<\/p>\n\n<p>\u25cf The main scientific areas are psychological and social research, diagnostics and rehabilitation of special children, prevention of developmental disorders, the study of professional burnout and personal development.<\/p>\n\n<p>\u25cf The department&#8217;s current projects include neurocognitive research, psycholinguistic and neuromarketing expertise.<\/p>\n\n<p><strong>14. Vision (UrFU)<\/strong><\/p>\n\n<p>Today, UrFU is one of the leaders among Russian universities in terms of the development of international activities &#8211; according to the results of the prestigious international QS World University Rankings in terms of the &#8220;Network of International Scientific Cooperation&#8221; indicator, UrFU took 1st place among all Russian universities in 2025. UrFU successfully applies the world&#8217;s best educational practices, creates internationally oriented programs, implements project-based learning and individual educational trajectories. The approved internationalization policy of the university notes that the goal is to bring the university to the &#8220;global markets of knowledge and technology&#8221;, to increase the efficiency of science through mutually beneficial international cooperation, to participate in major international scientific projects and technological standards.  <\/p>\n\n<p><strong>15. Mission (UrFU)<\/strong><\/p>\n\n<p>Increasing the international competitiveness of the Ural region and ensuring reindustrialization, building up human, scientific and technical potential, balanced renewal of traditional and development of post-industrial sectors of the Russian economy, primarily in the Urals Federal District.
